This is exactly why I suggested measuring the canti boss to axle distance. Now you have the information needed to make a decision about the options, new 650b wheels, caliper brakes, brake boss adaptor (if one exists), new fork for 700c wheels, or some combination of the above.
And I think this is correct. I'd still like to see a picture to know for sure.

I'm hesitant to say much as some pretty good mechanics have already spoken here, but I'm wondering about something I don't recall seeing mentioned on this page yet. You seem to be saying that the Allez rims are too narrow. The stock 700C clincher rims that came on my Schwinn Fastback cyclocross bike are wider than the regular 700C rims on my road bikes. I've tried switching wheels just to see if it would work and how the CX bike would ride with narrower road wheels, and discovered the rims were so narrow that I really didn't get any braking from the cantilevers. I don't know if wider rims are standard on CX bikes, but it may be that your Allez road wheel rims are too narrow. Would a wider 700C rim/wheel work?

You'll definitely want a 650b in there, then.

Your Volpe may not be a 1987 or may not be an American market Bianchi. I've heard tell of Bianchi offering different bikes even in Canada back in those days.

Luckily 650b use has been increasing quite a bit over the last couple of years so some wheel and tire choices exist.

If the word Bianchi had been in the title of this thread I imagine bianchigirl would've dropped in. She's quite knowledgeable when it comes to things Bianchi.

I disagree; I believe that the original wheels were ISO590 aka 26 x 1 3/8.

You can get Sun CR18 rims in 32, 36 or 40H in this size

This is certainly possible, and would work. I based my reply on the fact that the EA3 (ISO590) tire size was never that popular in Italy, and I wasn't aware that Bianchi ever used it. The did use lots of 650b elsewhere in their offerings.

In any case, I originally suggested that before going crazy, he measure the boss height to see if it was matched for 700c and it obviously isn't, which was the point of the exercise. Where he goes from there is entirely up to him.

It falls well short of the 29cm I got measuring rear axle to the cantilever boss
on my steel '90 Pinarello Cross Frame.
which does have 700c wheels.

I took the Bianchi to my LBS a few days ago. The mechanic brought out some 700c wheels on slightly wider rims and, lo and behold, a canti with 3-5 mm more of reach would work just fine.

What are the longest reach cantis currently available?

Beats me, but the current cyclocross bikes are pushing manufacturers to offer brakes with more adjustability than older cantilevers. Czech out the Shimano CX-50:
