What intertube can I use?

I have a bicycle with a rim that says 26 x 1.5 and the tire says 26 x 1.4.

I have a new intertube thats 26x 1-3/8. Will this be compatible?

Are both (559) or (590) ETRTO? Makes a huge difference...... They are both called 26" but are totally different.

Im not sure where i can find that information... Its an araya rim made in japan and it just says 26 x 1.5. The inner tube is a summit cycling products 26 x 1-3/8 but doesnt mention anywhere if its 590 or 559

The 26x 1-3/8" won't work. (without severely folding it on itself inside the tire)

You have a "standard" mountain bike size rim.
CORRECT sizes will always be a decimal format, such as-
26x1.50, 26x1.95 etc.

Get a tube sized for 26x1.25 to 1.50 (tubes will cover a small range, since they stretch) and all will be good.

Your rim is 559MM diameter at the tire bead (22") the tube you have is for a 590-597MM bead diameter.

Some info here-
