+100 Used STI components are a crapshoot; ones with known problems, forget it.

That's why it was 20 Euro and, no, it's probably not fixable.

They are $150-200 new on eBay. "20 Euro Tiagra shifters" properly translated means: "Broken junk that I hope I can get some sucker to buy cheap and never answer his emails again."

I bought a set of Tiagra shifters at a rummage sale that didn't work for $2.50, took a half hour of cleaning and tinkering to get them to work. I think that's about all they were worth not working.

Chances aren't good that you can get it to work, but I've gotten a little lucky with used STI on a couple occasions in the past. Shimano really designed their brifters to not be easily fixed but it's possible to dig in there and find the one gear that slips. It might be simply some chunky hardened gunk on a rachet somewhere that just hits in that gear. More often, the metal on that racheting mechanism is worn, or the seller might have meant that one of the "entire shifters" doesn't work.
Have you installed and tested them?
