It does not look like you have set the load. I had that happen when I switched headsets and forks. I thought the star nut was supposed to take up the slack. I was wrong. You could also not have enough spacers at the top.

Perhaps your steerer tube is too long so it hits the top cap before the headset adjustment is complete. Go to the Park tool web site for a detailed tutorial on how to adjust threadless headsets.
