What kind of cleats do these pedals use? (shimano, road bike, quite old, pictured next to look cleats)
Also, does it make sense to buy cleats for these? Perhaps I could simply go for a set of new inexpensive Shimano R540, M505, M520 or Look Keo Outland? Which ones would you recommend, provided I would use them for non-competitive road cycling (150-300km/week) and for short range trips with standard shoes without cleats? (30km/week)

They look like shimano SPD pedals so you need SPD cleats. the cleat on the shoe is for the LOOK style pedals.
If you already own the shoes you would be better off buing a set of used pedals to match the cleats on the shoe

The pedals are road SPDs, never very popular, but they fit (almost?) all SPD cleats - problem is I don't think your shoes will accept the SPD cleat mounting.
The cleats on your shoes are Look Delta - the first version of Look cleats, and they were very popular but that was a long time ago and they won't fit modern Look pedals. Cheapest and easiest option is to find some older Look pedals (people are practically GIVING these pedals away) - cleats are still available for these. Better option is to find some modern pedals that come with cleats that'll fit your shoes.
None of those options are really good for riding in street shoes though.

Thanks for the answers, guys.
I was afraid these were some special Shimano SPD for road. I've got other shoes that also fit SPDs, but these pictured are much nicer Since the cleats on them are really worn, I will just go on and buy a new set of pedals + cleats. Which would you recommend Shimano R540 or Look Keo Outland? (or something else in the price range)

There will be little difference between these pedals. I ride Shimano SPD-SLs (same format as the R540) and they are great. One thing to consider, the Look cleats can usually be purchased cheaper than the SPD-SL cleats so you'll save money when the cleats wear out.
Neither of these, however, are good options for riding as platform pedals.
