missing 2 gears

Hi all. I have a 21 speed bike and when I switch gears the chain does no go into the smallest and the third smallest cog on the back wheel. What could be causing this? It happens no matter what sprocket I'm in on the front sprocket and the cassette on the rear wheel looks ok.

Cable is probably a bit out of adjustment. If parts of the drive train have been replaced, then therr could be mismatched parts. More details and pictures always help. You can go to Parktool.com if you want diy guidance.

Check for a bent derailleur hanger.
Check the cable routing at the rear derailleur. Cable should run through a groove next to the fixing bolt. There must be no interference with the cable, washer tab must not be pushing against the cable.

There's a couple different things happening, I think. Not getting the chain on the smallest cog can be a problem with cable adjustment or bent derailleur hanger. If the chain won't stay on the third smallest, it could be cable adjustment, cable friction, gummed up shifter, or broken shifter.

It would help to know what kind of bike this is, whether it's new, how long it's been sitting if it isn't new, etc.
