I don't understand brakes

The difference in stopping power between the Surly LHT (even naked) with Tektro Oryx, and the '05 Lemond with Ultegra is well beyond my understanding. I'm pretty sure there is less then 10 pounds difference in weight between the two.

Stopping from a 35 mph descent, the difference in required lever pressure alone is amazing.

So, in Bike Brakes for Dummies, what is going on here?...and also I'd appreciate comments on some moderately priced upgrade choices for the Trucker.
