Claris RD problems

Good morning, Just out of curiosity, was wondering if anyone else has had any issues with the new claris RD. I had a brand new bike come in for a quick adjustment and I can not get it dialed in. Upshifts perfectly until it hits the top two gears, downshifts perfectly after I get past the top two gears. Cassette looks brand new, no bad teeth. Chain perfect. I went through all the usual suspects, lubed all cable, tried a new chain, tried a new cassette, checked the hanger, nothing... Kind of frusterating because the bike is brand new. Any ideas?

Replace the RD housing ferrules with metal ones. At the shifter, frame cable stop, rear frame cable stop, and at the RD. While replacing all these, confirm that the housing was cut square at the factory.

We were having issues with 10sp Tiagra this year, and this was the solution. Not sure if it will work with Claris, but if everything else checks out, worth a shot.
