New tyre

Just got this new tyre, out of the box it has this two spots that looks like casing to me or maybe not ? Is it still fine to use it though ?

I would send it back. The rubber that keeps air and UV light from the cords is gone. Ozone and sunlight can now damage the cords.

That tire is a dud. Do not use it and contact the seller. The seller should replace it free of charge and pay for the return of the defective item (if not bought locally)if they even want it back.

If we (Full Moon Vista) had sold this tire we would ask for it back, exchange it with another similar tire and contact the supplier for credit back to us. Andy.

I'll be the devil's advocate here. I can't tell from the photo whether this is a cosmetic or functional defect. Certainly, if it's brand new, and returning is an easy and convenient option, go ahead and do so, even if it's just cosmetic.

However, depending on the cost of the tire, and cost of returning (if bought by mail), you might want to give it a careful look.

From the photo, the cords seem fine, and I can't tell if there's missing areas of the gum skin, or just bleached spots. If the former, that can easily be addresses with a coat or two of rubber cement (the stuff from a stationary store) with a dusting of talc to blot the tackiness after it dries. Or if it's just a light spot, either ignore it, or if it bugs you, you can darken it with a crayon, makeup, or a furniture touchup stick.

What Francis says is correct, however the cost of s disgruntled customer is greater that a tire's wholesale. So from a shop view point I'd replace it. but from a rider's position, who couldn't get a replacement, I'd be willing to ride it and just monitor the spots. Andy.

it seems like chipped off paint, i tried running my finger through both that spot and its kinda "sink" feeling.

If the cords look OK, it's more by way of blemish than defect. So, since you paid with perfect money you're entitled to a perfect tire and any shop will gladly exchange it, or offer you some kind of value if that's acceptable. Or you can simply live with it.

When I was in retail (many decades ago) we'd toss tires like this into our charitable donation pile.

that looks to me
not like a thin sidewall
but some type of discolouration
or paint
on top of the sidewall

i would ride it
