Spoke wrench / camp spoon?

I found this in my Dad's tool bag from his 76 Paramount. The top is a spoke wrench, yes? Anyway, it works as such, I have used it as such. The top rotates. I can't figure out what the rest of it is for.

It's definitely a bought tool, not home brewed. It's stamped out and galvanized.

I'm more of a "Form follows Function" kind of person and not sure that that form indicates it's "just" a spoke wrench. We might be assuming that the hole is for hanging, but it might have another purpose. I hope this gets solved.

I thought the hole might be for something else but hanging makes a lot of sense, if this is intended as a shop tool.
