Are these square taper cranks in bad shape?

If you install them and properly torque them (25 to 30 lbft) they should stay tight. If not they are shot. I don't think they look too good.

I tried tightening the cranks and they seem to hold but at the time I am not able to put it to a test with a ride. It was for a project bike and I don't have all the parts to build it up. Also pretty busy with school so not really much time to install it on another bike and ride it. I did however put both cranks on the frame and cranked them back and forth a bit quite hard with both hands on the arms, loosened the bolts and they were still tight. Probably will be a different story when riding maybe?
