Bicycle tubing used to be imperial sized, ie. 1-1/8", 1-1/4" etc. The metric sizes were nominal sizes based on rounded off conversions. However it seems that the genie is out of the bottle, and bike companies now feel free to use any OD tubing they wish w/o regard to the consequences.
I'd measure accurately and use a clamp made to fit if one exists.
