How to mount front rack to unthreaded crown hole?

I've just bought a Racktime front rack. (It's ok, if this doesn't work, I can take it back). I've been trying to mount it on my Specialized Tricross Sport (half alloy, half carbon fork) and all is fine, except that the hole on the front of the crown seems not to be threaded. It's pretty deep - but not all the way through. It's wider than any of the screws I have, but not by much, so probably 6mm. There is also another hole at the bottom of the crown, facing downwards, also unthreaded I think.

First: what's the point of this hole, if it's not threaded? (Strangely there was no bolt provided to screw into it - a point specifically made by the instructions.)

Second: what can I do about it? I'm not super handy so may be missing something obvious. Should I try just getting a thick bolt and screwing it in anyway?

I'm not averse to bodgy solutions, as long as they're not dangerous - not too keen on the mount failing and the rack rotating into the wheel. I do need a solution in under two weeks though, as I'm heading away - so probably not time to order something from the US, for instance.

Sorry, it was poor form of me to post without researching fully. There is indeed a hole on the back side of the crown as well, so obviously I just need to find a very long bolt and nut.

Well while a little tricky a lot of times you can just thread the bolt through the hole and put the nut on inside the fork.

A decent hardware store should have drawers of metric allen head nuts and bolts in all sizes and lengths.

+10 no taps no dies for a rack mount just go to a better hardware store and buy the bolt you need most have 5 to 100mm lengths.

Short M5 bolts are relatively easy to find but longer ones may not be. 10-32 in a 2 to 2 1/2" length may be easier to find, stevage. You may also need (or want) to use a concave bridge washer like this one to provide a flat surface for the bolt on both sides. Bike shops should have them.
