remove stem Take off the Lock nut and replace the broken bracket witha spacer of = thickness
then re adjust the headset .. you need a headset wrench or 2..

easiest .. is ask the bike shop to do it .. without your needing to be buying the wrenches ...

and trying to re adjust the headset bearings..

As explained, remove stem followed by top nut. Then the bracket. Whether you need a spacer or not depends on the thickness of the bracket ant how close to the top of the top nut the fork is cut. With the stem off, you can see the available clearance at the top of the fork. It must be greater than zero, or you won't be able to adjust the headset.
