Water Bottle Cage holes

Hi,

I'm new to the forum, so: Hello. I'm trying to create an accessory which will attach to the water bottle cage holes which are already on a lot of bikes.

Can anybody tell me the standard thread size and distance between the two holes?

I need to drill those holes too. Is it really as complex as rivnuts and all those threads with all the complications about it?
What if i just drill 2 holes spaced 2.5" center to center, hole diameter like that of the holes of the bottle cage? Won't the cage get screwed to holes drilled simply like that?

Assuming placement on the down tube... With how thin the frame tubing is at that point, it may not be possible to tap a hole to interface with screw threads. Looking at the other similar thread going on right now, someone mentioned that a simple hole and sheet metal screws might work, but I'm not gonna advise that. Especially when there are clamps available to hold your bottle cage or accessories.
