You didn't answer any of my 3 questions.
Yet you keep asking for help.

You show no respect for people here making a good faith effort to help you for several days.

That should be the very first thing you look at before even posting on the internet.

You are putting in less effort to resolve this than we are.

Get a strip piece of paper. Put it between the brake pad and the rotor. spin the wheel slowly. Does it grab the paper ?
Repeat with the other pad on the other side of the rotor.

The video did not tell us much. He has what appear to be mechanical disc brakes. 26 inch wheels. He would spin them, they would stop, without movement of the brake cable.

Adjust the pads?

Ensure the axle is seated properly?

The video was a side view of the wheel spinning looking down the axle from far enough to see the whole wheel in the frame. In no way is it possible to discern any issues with the brakes from the vantage point provided.

I went to the same shop and the owner doesn't know what i want from him..
He said he doesn't know what's the problem.
Does the axle have to be in the right side or the left?
It was on the right side but when I went to another shop they removed it and put it in the left side[does it have to be like that?]
They fixed the problem but after 1 minute it happend again..The wheel stopped so fast.
He told me i need to adjust brakes or something and I have no clue how to do that..
Any help?

Try this:

1) Take 1 good side picture of the wheel from the side the brake is on. Post it here. We really need to see what you are working on.

2) Put your ear close to the wheel and move is slowly. Don't hurt yourself. Listen for noise. Get closer until you can tell where the noise comes from.

Does it make a noise?

3) Take 1 good close up picture of the part where the noise is coming from. Post it here.

4) Try to describe the noise to us.

If not any noise: Let us start over. Does the wheel spin freely for a whole minute, not making noise, then slow down and stop? Take your time to describe using lots of words to make a picture for us.

I will take a picture in some minutes, thanks for help.
Yes, there is noise but i don't know where it is coming from.
The noise is like a rope getting hit on an asphalt.
