I asked you how to measure it.
I measured it from the handle bar and downwards to the stem and it was 25.
If I have to measure the handlebar itself I can't because its broken in the middle.

No offense, OP, but I think that at this point it may be better for all if you seek local help. Are there any bike kitchens or co-ops in your area? If not, you might go chat up the folks at the LBS .

If you mean that you measured the diameter, then sounds like you have a 25.4 (1 inch" handlebar)

I can't tell 25.4 from 31.8 from that murky pic. But it's a big enough difference that YOU should be able to measure it easily enough by putting a ruler across the broken end.

Or how about this:
Have you got a credit card? A credit card is about 54 mm wide. If your bar is less than half the width of a credit card across at the clamp, you need a 25.4. If it's more than half a credit card at the middle you need a 31.8.

I doubt the OP is serious, but just in case:
Get a small piece of cardboard, a ruler and a pencil, scissors
Draw 2 lines 26 mm apart perpendicular (right angle) to one side
Cut along the lines about 3cm, not all along, to make a U-shape
Now try to slide that U over your handlebar. If it goes, it's 25.4mm If not, it's 31.8.
