10 speed RD on a 9 speed cluster
Can I use a 10 speed Shamano Ultegra rear derailer on my 9 speed cluster and shifter (all Shamano Ultegra set)? Is it just a matter of adjusting the overall range to nine speed width?

You should be fine shifter wise DR wise if everything is good matching.

I'm running 9spd derailleurs with 10spd brifters. The cable ratio hasn't changed. So, I don't know why running a 10spd derailleur with a 9spd brifter shouldn't work. Should be fine. The exception to some of this compatibility is front derailleurs on brifters that don't have a trim function (DA). I don't know if that carried over to later Ultegra brifters or not. But, earlier Ultegra front derailleurs don't work so great with 7900 front brifters. The cable pull was changed. There's a bit of a work around by filing down the cable locator and moving it closer to the pinch bolt. But, that's not perfect and a 7900 front definately works better.
