I can't really see it to well. Is it possibly a top pull mechanism?

Can't really see either, but is it a High Normal instead of Low Normal?
Some older FDER's pulled cable to get a smaller ring, opposite of modern ones.
SunTour was one brand I know of that did this.

From the pic against the saddle and the one from the back with your fingers spread it appears that the parallelogram of the derailleur is rotated out, which means that the derailleur is set for the large chainwheel when the cable is not pulling on it. That is the way it's designed to work. Not a great design in my opinion, but for friction system it's adjusted basically the same way, except obviously the cable is clamped with the derailleur on the large chainwheel. Not designed for index shifting, certainly any lever with a trim function will take the derailleur in the opposite direction of that desired. Google high (or top) normal front derailleur for more info

It's a little hard to tell from the photos but I think that's one that needs a cable housing coming up from the bottom to work. You don't see very many bike frames that are designed for front derailleur cable housing. I suspect it would be easier and cheaper to find a different front derailleur.

Yes, the cable comes from the bottom but it's a high-normal derailleur.

Sure looks like it.

Here's some more photos of what looks to be the same derailleur, a Suntour Allegro.
