Handlebar cleaning

Hey guys, thoughts on stripping old handlebars? Took the wrap off and the gel pads. Gel pads left some nasty stuff behind and wanted to see if anyone has a good plan to get it off of there other than some elbow grease. Sand it, Goo Gone??

Another option is to not bother cleaning it cuz you'll be covering it up with tape anyway. If you do clean it and want it to stay that way, skip the gel pads and use bar tape without adhesive -- Profile, for instance.
