Called around without much success. I need the basics, ream and face the head tube, tap and face the bottom bracket.
Then again, I could drop another project and ride more.

Daniel Boone bicycle on Crawford south of DT can do it for you. They have all the tools. I assume that you want the BB threads chased rather than tapped. If they can't do it for you, they can refer you to somebody who can, I expect.

Quite certain. Key word is decent. A new older frame that is Dedacciai triangular alum. Very light and interesting but headtube is not prepped and bottom bracket threads not finished. Probably a factory second after they messed up the bb. I would like to build it up as a climber and ride it but maybe not in the cards this time.

Well, in Houston, Daniel Boone is definitely the place to go for this sort of thing. It's probably the best equipped and stocked shop in Houston. Needed an axle assembly for a Santana tandem -- they had it. Needed the inside stuff to rebuild a Silca floor pump -- they had it. Bought a Bob Jackson touring frame with a threaded fork -- they cut the steerer to length, faced the headtube, installed the headset. Recently, did everything to install a threaded Record headset in a new Ciocc frame and prepped the bottom bracket for me. So, they have the equipment to do this stuff, which is not anywhere near cheap. Of course, they don't do any of this stuff for free.
If you've never been there, you might want to go down and just look around. It's a very interesting place. Very interesting.
I agree with HillRider that a decent frame should come from the builder with all this stuff set to go, but that's not necessarily the way things always are. If ytou buy a Ciocc, for one, count on having stuff checked out.

Is there any difference in prepping an aluminum frame vs a steel frame? Why not just call a local framebuilder and get the frame checked for alignment at the same time?

If its Out too much aluminum welded frames , after solution heat treatment, Is what it Is .
better have been in a Jig in the Oven that did the heat treatment .
Early Cannondales were occasionally looking a little odd at the end of the process . but actually 'straight'.
