I'd remove the levers leaving just the clamps in place, wrap the bars then reinstall the levers. That's how I've done it on vintage road bikes that had levers mounted similar to these.

I don't want to have a fat wrap around them though, or them moving during, would that be possible?

So in that respect, I wrap as normal over them, and then pope a hole for the screw?

I have never done those kind of levers, but I think the was that CA described would be about the only way to keep from having a fat wrap.

Start at the lever wrap out to the end, secure the end with a plug in the bar end.

maybe use cotton Bar tape that stuff has sticky stuff on the Back & its not going to be thick. quite the opposite.

maybe do some of that post wrapping Shellac painted over it.

Or maybe track bar grips are long enough , just slip those on..

They're called Guidonnet levers, You have Asian copies of a French design. Mafac and CLB used to Make them, there, in France.

I use Tektro road levers and wrap this way. Tektro lever bodies almost touch the handlebar, making traditional taping very difficult if not impossible.
