REALLY high canti bosses

At risk of driving up the price if this turns out to be something I want to buy, I would like to submit this internet fork for questioning.

The cantilever bosses seem like they're way up high. Could there possibly actually be room to run a CX tire through there? Or any appreciable mud clearance? Or am I thinking about it incorrectly and as long as I can angle the brake pads down to meet the rim it doesn't actually have any bearing on the wheel's position? Would that negatively affect braking performance? I can't quite get my head around it.

Thanks!

They look like the bosses for a centerpull caliper brake like the Paul Racer (there are others out there, especially older models but this is the first one that came to mind). Racer from Paul Component Engineering

That fork looks way too modern for roller cam/U-brakes. Do people even use those anymore? Besides BMX applications. I'm officially puzzled.

They're calling them "Direct Mount" brakes.

Shimano BR-9010, for example.
