Not knowing the stem but...
1. You can try using a hex wrench 1 size to big and hammering it into the hex nuts that are stripped out and working them loose.
2. You can drill the heads off the hex nuts that are there already which will allow the stem to come off.
3. You can use a hacksaw and cut the hex nuts in the gap between the top and bottom plates.
No matter what you do, you should get new stem hex nuts and only use the correct size hex wrench to tighten them.

In addition to what ~P~ said, you can get EZ Outs (one for each bolt that's stripped) at the local hardware store and tap them into the bolts (you'll have to use a regular drill bit of a slightly smaller diameter so that you can do this), and then proceed to pull the bolts out that way; just make sure to get the EZ Out in there far enough.

Handlebars typically are straight up and down when compared to the ground to inline with your forks (same angle). There is about 15 degrees in there where handlebars typically are pulled back and it is entirely personal preference. No law says you can't have them in your lap or way forward (CHICAGO STYLE!).
But, generally, in line with your forks to straight up and down is typical. It is most DEFINITELY personal preference beyond that though.
