keep it simple and get a hazard on hazard lite. i know hundreds of people that have them and i have never seen any problems with them. the rims are strong and the hubs are pretty trusty.

    Odyssey Hazard Cassette wheel.

$179.99 is a bit over your price range but it's within reach and is the best complete wheel out.

Crowe and Ryan have Odyssey cassettes they are selling, you should talk to one of them.
