The paint on the Macneil is pretty lame (plus the frame is still ****), so expect another bike that looks like my old Hoffman in a few weeks:

The pin (bolt) pushes against the dropout with doesn't allow the peg to spin.

I don't even know what to say about this. It's a nice description of what I'm assuming is that frame in particular, but it doesn't answer the question in any way.
