To much for a GT performer?

Hi, I found for sale locally a 98' Performer, they want $120 for it, the bike looks nice it has new tubes and is all original, is this to much?

The posting also says its a 4130 chromoly. my bike now is made from 4130 stell, whats the difference?

4130 cromoly is the same as 4130 steel; cromoly is steel.
