I have a Balance BMX just like that one! I got it new in 1995 from Bluebonnet Bicycles in Lewisville, TX. It was the last one at the store and was on clearance, so who knows how long it had been there. I think it was about $130-$140 new. I rode it to elementary school as did my brother after me. I don't know any history of the company or anything on this particular model. I have never seen another one until yours. I still have the bike and it is very good condition and I ride it regularly. As for the quality, it has survived 9 years of riding, jumping ramps, and off-road trail riding with only a bent crank, bent rear wheel, and bent seat post so I would say it's a pretty good bike. I shaved the stickers off years ago as they had faded and craked from the sun. I replaced the bent seat post with a handle from a car jack because the local bike stores have no posts with such a small diameter anymore. I recently took the whole thing apart, polished it, regreased the bearings, and replaced the tires so it is pretty much like new.
I got the pictures posted. They are not great but I won the digital camera free at work. Go ahead and gripe about the seat being way too high. I am 6'2" and the bike is a little small for me now.
I also found a picture of me with the Balance on the day I got it, but it is a Polaroid. I compared your photos with my old one and found that your bike is pretty much all original including the pegs which came on the bike new. I took off all my reflectors and chain guard soon after buying the bike because they just were not cool. Eventually I replaced the original pegs with those large GT pegs that were hip at the time. I don't remember where the pegs went (probably in the trash because they were laying around the house). At some time I also replaced the original seat that had the rad lightning bolt down the side with some padded thing off of another bike.
