Search CL for a used single speed/fixed gear/road bike. Those will be better for commuting than a BMX bike, and you can get a fairly decent used one for $150 is you look hard enough.

I know it's not good for commuting but i need a bike that can handle rough terrain (ill be using it for shortcuts too) i was going to get a mtb but those are too big to fit in a car. I don't mind using a bmx bike to get to places.

Well how far are you going? You could always get a CX (cyclocross) bike, which has all the advantages of a road bike like size, maneuverability, etc, and has some minor off-road capabilities. And you can get a single speed to avoid more complicated maintenance, and you could always partially-disassemble to put it into a car.

The problem with getting a BMX bike is they are not designed for what you want. They are not meant for longer rides or where you will need to be pedaling for miles. If your ride is maybe a mile or two you wont have much of a problem with a BMX bike. But if you are looking at 5+ each way and you want to do it quickly and relatively easy, you will want to shop around for either a hybrid or a MTB since you said you would be taking short cuts. Since you mentioned wanting to be able to put it in a car. You can try and catch a deal on a bike with quick release wheels and maybe even a quick release seat post.
