You're right on age range, it is a U0-18 model. As shown, worth about $100 +/- $25. Definitely needs new tires! If in pristine, fully overhauled, tuned, and ready to ride condition, with new consumables, it is worth about $250 +/-$25.

It is a fun, sporty bike to ride.

Sell as is to someone. Fixing it up will cost you what you would gain in the selling price. In the shape it is in I think around $50 is more realistic.
