Help Identifying a Frame

Hello,
I have a chance to pick this frame & fork up pretty cheap.
The downside is the frame is bare and the seller doesn't know what it is.

The info I do have.
59cm, Tange Champion #2 , Made in Japan, VIN#S598005.
Obviously its lugged and is set-up for v-brake calipers.

I'm thinking it's a Centurion Touring bike of some kind, but not sure.

I appreciate any help identifying.

Yes, it would. They are photos of photos... I'll see If I can get better photos from the seller.

Not really, even with the overall blurriness, the first frame has rack mount eyelets on the rear dropouts, the second frame does not. Also, I think the end cap on the seat stays is different.

Edit: Also its a pet peeve of mine - bicycles do not have Vehicle Identification Numbers, they have serial numbers. Cars and motorcycles have VIN numbers. The content and format are dictated but the DOT, so such standard or requirement for bicycles.

The 2nd frame has rack eyelets, but they are hard to see with the picture quality and the red paint helps hide them.
The seat end caps look similar, but I agree they may be different, though it's easier to tell with better images.
Actually, the difference I see is the shape of the lugs on the stem.

Sorry about the "VIN number" I'm an Automotive Tech and uses to working with cars.

Ok, so the main feature that interests me is the little bracket / stay for the rear brake cables. This feature seems less common.
