Just a WAG but, judging from those Raleigh decals, center pull brakes, & Suntour shifters I'd put it before 1980. Maybe a mid 70's vintage. It looks like a pretty decent ride. If you put some elbow grease into it & clean it up a little you could get $100 for it. Maybe more if you're lucky.

As it sits, not worth much. Maybe $50?
Looks like a high tensile steel frame, so heavier than the more desireable Cro Moly (for example, Reynolds 501 or 531). It might clean up to a decent beater or commuter, but it needs at a minimum, new cables and cable housings, bar tape, tires, chain, freewheel, and brake pads. If you have all that stuff laying around and the ability to do the work yourself, it is a project worth doing. If you take it to a bike shop, that might add up to $100 to $200 worth of work for parts and labor, and that bike is worth maybe $100 , though in hot markets, it could go for a bit more.

Low end + needs work = about $75 around here. Looks to be from the mid 1970s to me. Search "Raleigh bike catalogs" or "Raleigh serial numbers" and you might be able to pin down the exact year.
No, the bike is heavy steel. Says so right on the seat tube decal: "high tensile steel tube".

No, it isn't. Your picture shows a sticker in the seat tube labeling the bike hi tensile steel. Also, look at the lugs, and dimension of the tubing. It is (heavy) steel.

According to this Raleigh Serial Number Guide, that is a Canadian made Raleigh from 1979. I have its little brother, made in 1980.
Not a rare or valuable bike, but a good bicycle and you can get many happy miles out of it with a little care.
Also, it appears that the original 27" rims were removed and the modern standard 700c (8mm smaller diameter rim) installed on the original French made hubs. This has two practical effects: 1. You have a virtually unlimited choice of tires - the ones installed look to be 35 or 38mm wide hybrid tires, but you can install anything from ~23mm racing tires to 40mm studded tires; 2. The brake pads are moved 4mm further away from their pivots, and this will reduce braking power for a given amount of squeeze at the levers, although the installed rims are aluminum and the stock ones were steel, and aluminum rims generally give better braking, especially in wet conditions.
