In my area, as is, $100.
Cleaned up, rust treated, overhauled bearings, new consumables, and no safety lever brakes, $275-ish.

I would say only $100 or so value as presented. The frame and fork look to be a nicer mid level 80's bike but it's in really rough shape and a lot of the parts are random junk. The wheels are off a completely different low end bike rusty nutted steel and wrong spacing the bars with safety levers don't seem right either. This bike would need a complete overhaul with some new parts and wheel set to be really useful. I would advise passing on this one it would likely end up costing more to get this bike back in shape than $250-300 it would be worth in excellent ready to ride shape with correct components.

This is a 1986, Japanese manufactured model. The Magny tubing, Z-series components and pink finish are consistent with a Tempo, however these came with aluminum 700C rims laced to quick release hubs. This bicycle has downgraded replacement wheels, with nutted hubs and what appears to be 27", steel rims.
This bicycle is very neglected. The tires are severely cracked and the owner couldn't even be bothered to replace the missing front axle nut (or is the axle stripped?). This will definitely need a full overhaul and replacement of most consumables. I'd be looking at closer to $50-$60, unless you're in a very high priced market.
