Which is better
Hello! I'm looking to buy my first road bike. I have narrowed it down to these 2. Which is the better bike at the better price? Thanks so much!

Proper Fit trumps everything.
Get the bike that has the best fit.

Agreed...fit trumps everything. Price wise, they are pretty equal. Overall, I would lean to the Specialized, but that may simply be a bias against French bikes.
I would go ride both of them and buy the one that, for you, rides best.

if you live in hills, the Specialized has a bit wider gearing - with either one, you could put much smaller small chainring on it.
That vintage Peugeot is going to be all ISO threads, so you won't have to live with "French"

That's a toss up. The Super Vitus tubing on the Peugeot has a lot of fans. I like the 600EX components better than the RX as well.
As others have said, fit is most important. Then I'd go with condition.

600EX is the best front derailleur I've ever used.

First things first: It might just be the angle of the picture, but I don't think so... The Specialized might have crash damage. The front tire looks WAY too close to the downtube, which is a sign of a bent fork and/or frame.
If the Specialized isn't damaged, I'd suggest the biggest deciding factor between the two bikes would be gearing. Do you need low gearing for hill climbing? If so, the triple crankset on the Specialized would give you lower gearing for climbing.
In a nutshell, assuming both bikes fit... If you don't need climbing gears, I'd lean toward the Peugeot. If climbing gears would be useful and the frame & fork aren't bent, I'd be inclined to suggest the Specialized.
