I believe this is a Humber, as opposed to a Humble, as it appears to have Humber's maypole pattern chainring. The front hub is likely a Dynohub. Most drum brake hubs were designed to have the drum on the non-drive side and there's no evidence of a brake arm, which would typically extend along and be attached to the fork blade. It also looks like the rear hub is a three speed, coaster brake unit, as there appears to be a shifter cable running along the down tube.
It's hard to place a value based on a single picture, especially taken from the non-drive side. This could turn into a big project depending on mechanical condition but certainly has a lot of potential. IMO, it's worth a visit to make a more informed assessment.

I am partial to 3 speeds, so for $50 it would be in my garage. Love the creepy dancing men on the chairing.
