What do you guys think? Assuming if the headset and bottom bracket are good I found a Weinmann Wheelset with tubes and tires for 75$ locally and I'd be pretty set I think..Can anyone I.D. the frame? Seller said the size was 21.5 inches so that falls between 54 and 56 cm I'm hoping it ends up being 54 because that would be perfect.

Depending on the year, old French bikes are a can of worms parts wise. Unless you have ready access to french spec parts, it will be a lot easier and cheaper to build up something a little more standard, like pretty much any of the Japanese bikes from the 1980s.
