It looks like it was at Miyata's lower end given the stamped dropouts. I doubt the fork is original and the same goes for most of the parts on it. I have never seen decals like that, maybe it's an early example?

That is when someone cuts parts off of a frame since they are not interested in using them. Normally something like the rear derailleur hanger or downtube shifter bosses. "Drewed" came about because of a Tommasini that was badly cut up and had the word "Drew" on it.

My own personal opinion, if the frame is in good shape I try to keep it as is. If it is low value and or beat up why not get creative? The biggest problem is that most times it ruins the original paint and it can't really be un-done.

I would only do that if i were going to completely re-powdercoat the frame. The current finish looks good so i will keep it the way it is.

There is a value sub-forum that is typically the place to ask. To me the value is in the individual parts, not the whole. I'm assuming the frame is hi-ten steel or straight gauge cro-moly. You might try asking about the value in the single speed / fixed gear section since they probably have a better read on this bikes value.

Fork does not match, wheels don't match, eclectic collection of components = low value.
The big plus is that it is put together nicely, so a buyer that is not too picky might be very happy with it.

Where do you live? In some of the hot markets (Portland, OR, San Fran, etc), anything sells. Where I live, it would be difficult to sell.

Yes, that helps quite a bit! I just don't dabble in SS/FG stuff, so I am not up to speed on valuation. BD offers brand new SS/FG bikes, with matching wheelsets, fork options that match, several different models, in lots of colors, handlebars, etc., for $300 delivered. So that kind of puts a cap on franken-single speeds, IMHO. But college kids can really shift a market.

For the same price would you rather have that Miyata or this:
A Fuji fixed gear/singlespeed. Its a converted mid-80's Touring Series IV road bike.
-58cm frame (23 inch)
-22.5" top tube
-Lugged steel frame in good shape
-Alexrims DC19's in good shape with flip flop hub on rear
-New tubes
-700C tires are in OK shape
-front brake
-Felt seat
-overall in good shape its a very fun bike to ride and very comfortable.

These bikes you're posting can bring $150-200 in Tucson with ease, generally (but can be had for less, like anything, if you wait for a good deal). They're nothing special though. They tend to be beaters, possibly crashed, etc. If you're paying $300 for something like this, you can easily find a quality frameset much cheaper and make a quality conversion for the same price (or less). These are dime a dozen bikes, especially since school just got out and it's getting hot.
Why not volunteer at Bicas and make something up there? And if you don't want to spend the time doing that, you can still check what they have for sale. They tend to have better prices than you'll get from flippers or hipsters.

You can check their webpage if you want, but it's a stellar bicycle co-op in Tucson. You can do work trade for "$8/hr" - essentially doing anything you're capable of helping with around the shop (cleaning parts, sorting parts, taking apart bikes, etc). 10 hours of work trade gets you a bike. You can then use the co-ops tools to fix that bike up. If you don't want to spend the few days volunteering, there are purchase options.
