This bike looks like a project to me (needs work). If so, do you have the time/tools/aptitude/interest to work on it? If yes, then it is worth $60. If no, then it is not. Take it to a shop to have the work done, and you will be upside down on it.
But maybe it is in better shape than it appears. Pictures aren't too good to tell for sure.
I routinely pick up projects, and would pay less than $60 for that one (again, assumption it is not in pristine, ready to ride condition). But I am not an end user. An end user with the tools, etc. could buy it, rehab it, and maybe have a good, basic bike when they are done.
That does not look like a Campy crank to me. Looks like a basic Sugino crank. Again, hard to tell from those pics. But I see the frame is scraped, I see rust, I see cables dangling = project. As long as it does not have major frame damage (dents), it could make a decent project. If it has serious frame damage, it becomes a donor ($20 bike).

Impossible to tell. Need some better pictures and some accurate details.
The Olympic you refer to is a nice bike and would have Sugino crank, Shimano shifters and derailleurs. Dia Compe brake levers and calipers. SR stem, handle bars and seat post. 700c Araya rims. I flipped 2 about 8 months ago.

I don't know why that rear wheel is off, that's usually a bad sign. If the bike is straight, and ride ready with some minor work, I'd gladly pay $60 for it. But, as wrk101 pointed out, replacing a few parts and fixing what ever need fixing is no big deal to me. Too bad, if you were close by I'd buy it.
BTW, the color looks kind of dark for a 1988, but the downtube decal looks like an 88.

It was in January of this year and I believe it was $225 but both of them literally looked like they had not been ridden more than 2 miles.
