Good value?
Came across this ad on CL. Bike seems to be decent shape. But not sure about Biopace chainrings.
Anyways it is asking for $200 cdn. What do you think?
It's a Norco Eurosport Tri-A

Can one swap out the old crankset for something more modern?

your link or pic does not work. if the crank is a standard bolt pattern 74/110 MTB or 130 road you can replace the rings. changing the whole crankset may require replacing the BB as well

Just make sure you get the drop bars and levers. Flat bars on a road bike like that really drop the value. You can pretty much put on any modern crankset you like, but you will need to change the bb as well. Or you can buy new chainrings.

Some people still like BioPace chainrings. I ride them on one road bike and they feel excellent to me. I like to refer to them as "biohazard".
