Water bottle cage mounting on older steel frame no braze ons

Title says it all. I'd like to mount 2 water bottle cages, also accomodate a pump clamp that bolts between the frame and the cage. Any ideas?

Thank you

The cages I bought (cheap ones from a big box store) came with straps that go around the frame. They work but aren't as nice as braze-ons, and wouldn't work for the pump clamp.

I too, wonder if there is a more permanent soloution?

I've used the clamp on type before and they work better (and don't damage the paint) when I put old inner tube scrap between the clamp and frame.

VO Bottle Cage Clamp
VO Course Polished Stainless Steel Bottle Cage

Or go total retro!
VO Handlebar to Bottle Cage Mount
VO Retro Bottle Cage, Type I, no Hook

Pump Needs...
Topeak Road MasterBlaster Frame Pump
or
Topeak One Timer CO2 Inflator (in the seat pack)

There all your problems are solved.

These bottle cage clamps are zinc plated instead of stainless, but just $1.15 at Loose screws.
