Sometimes if you can fit a screw driver (small flat type) under it and spray soapy water and gently work your way around it should come off.
Put an crescent wrench opened up just a little bit larger than the bar against the grips. Tap on the side of the crescent wrench and the grip should come off. I have done this many times and they always come off.
You talking to me?
The bike shop boys use compressed air. It takes about one second.
