A pretty frame that says "Vainqueur"

Can anyone ID this? Seems like a reasonable price for a pretty looking frame, although its hard to tell in the low light images.

^ I also can't tell if those are black lugs at the head tube, or if there's electrical tape covering something up.

Those are black lugs. It looks like the fork might be bent.

I have owned on Vainqueur and it was an entry level model. As I recall, the make was of French origin. And, I agree, the forks are bent and in a very bad place.

Fork is bent, really bad. Low end parts = pass.

This now belongs in the Wacky World of Craigslist.... but the same bike was re-posted today at $250, up from the original $100!! Doesn't sell, someone informs you the fork is bent, what to do? Up price by $150!
