It looks like a mid-70s GT with some upgrades (Nervar Star crank?). Hard to tell much from the photos, but it looks like a good buy to me.

Reynolds 520 sticker says not top of the line, lack of stem shifters and suicide levers says probably not bottom of the line. I would say see if it fits you and give it a ride to see how well it rides (and what needs done), but the flat tires (and apparent lack of desire to fix them by the seller) indicates a test ride is out.

52cm is perfect for me.. even though I am 5'8" I have a 28 inch inseam so I went out looking for a 50-52 specifically .. thanks for the responses.. this is going to start out as my back up bike to replace one that was stolen a few months back.. and possibly see some upgrades and/or restoration into a daily commuter

Yes, that's a 1020 (high ten steel) label.
Likely hard to find anything in SF at that price point, so it is probably a reasonable price. In other markets, probably high. Check the discussion on the Motobecane Nomad (similar model). Lively discussion where some feel it will bring $300.

It's very hard to tell the condition from the pics. From looking at Moto's recently a lot I would say it is mid-range, standard Moto from the late 70's.
I like them. A few people seem to be a bit sceptical of them (mainly because of non standard parts).
Go for it if it fits!
