Also if my stand over height is 30.5" would a bike with a SO of 31.5" be much too big for me?

Please don't confuse ebay "asking" prices with "selling" prices. Many sellers never get their ask price. some are far from it. Value is determined once an item actually SELLS. Its easy enough to check SOLD prices.

They are great bikes though (if you find one that fits and a trustworthy seller). The earlier 80's models seem to get more love and probably higher prices, but the 90's models are better bikes, really all you'll ever need for serious touring, commuting, etc. I've been commuting on my '92 for 20 years on a near-daily basis on really crappy streets, and have done some loaded touring with it too, and it's still going strong. They're built with Mtb guage tubing and are very strong, but they don't feel heavy, they get up and move pretty well. I don't know what those are worth these days, but I'd have no problem paying $500 or even more for a really nice one.
