All I know is this a a James bike. Either a Transatlantic or Comet Tourist.(well judging by pics found on net.)
Here's some pics. The seller told my wife it is over 56 years old. It was her parents and they had it before she came along and she is 56 years old. Hope that helps age it.

James was a popular brand in England for many years. Most British brands were bought up by Raleigh or Hercules. I would guess looking at your cranks that your bike is a Hercules made product. Interesting but more difficult to get parts for than typical Raleigh stuff. It looks like you will need some head set parts at least.
