Reynolds 731 tubes, 7 Speed Dura Ace 7400 derailleurs and crankset, Time Equipe Pro fork, King headset, wheels look okay. Everything else doesn't look that great. What would you offer?

I don't know you're going to get any kind of discount, for one simple reason. Despite the odd bits build, John Slawta is a master frameworker and he only does carbon now, no steel. If you do get it, report back.

I know, I already own two steel Land Sharks. This one would be for the girlfriend.

Ha! So you already know his quality. Well, if you have one thing going in your favor, this bike has been posted for a looooong time. When I was living in Sac earlier this year, I saw it; think it was $799 at that time. But don't be surprised if the seller holds out for the asking price, especially for 731, which isn't that common. Almost all the value here is in the frame.

I bought my 853 Road Shark w/ full 6500 for $550. I also bought my Tange Prestige Dirt Shark with a mish-mash of 8/9speed 105/ultegra/DA for $400. I think my reluctance with this Green Land Shark is that it isn't as nice as the ones I bought while coupled at a higher asking price. Though the Time fork is nice, I have my doubts that it came with the frame originally. Both my bikes have matching steel forks.

Don't let past really good deals get in the way of paying full market for another bike. XS to small sized frame road bikes are hard to find, and the higher end you go, the harder they are to find.
How patient are you, and how set are you on getting her a Land Shark, does the odd fork bother you, and does this one fit within your budget? Those would be the questions I would be asking. Myself, the fork would be a problem.

I would also be put off if the fork weren't original. If that were the case I'd just get a good fork with a long steerer tube and run it threadless. I honestly don't know how it's possible for a quill stem to securely hold in such a tiny steerer tube like that.
Yep, those are bar-end shifters. Functionally the same but probably a bit goofy to use on the downtube.
