I've been searching for a Bianchi for quite some time.

The pics are lousy for making an ID and you provided (or relayed) scant info as well. My best guess would be something like an '83 Alloro since I believe I see the typical Bianchi branded Ofmega crankset.
I do agree this looks like a major project so $150 USD tops! Oh that is assuming the seatpost and stem aren't stuck!
