ID this frame?

ID this frame?
I picked this up at my LBS for a song and have spent about four months trying to figure out what the @&$4 the frame is. The store said it was a Puch but didn't know anything else about it. It's been powder coated and all the brand decals are gone. The serial number (U70115929) doesn't match Puch/A-Ds format (from what I can tell they have one fewer digit).
Geometry looks like a road/touring mix -- all the usual braze-ons etc. It's very light and from what I can tell very well-made, but I'm no expert. Most of the other parts (ultegra, titec handlebars, etc) look to be from the mid-2000s, not that that helps.
Anybody want to give it a shot?

Any markings on the dropouts or fork ends? what size seatpost?

Thanks so much for responding! No markings on the dropout or fork as far as I can tell. I haven't measured the seatpost but the current one is a later-model Cannondale thing, so I'd assume 27.2? If it helps, the chai stays aren't bladed.
At at this point I'm kind of holding out more hope for figuring out the serial number than anything else -- "nice steel frame with lots of braze ons and no markings at all" doesn't give one much to work with.
