Looks like maybe an early 70s Super Course with a replacement crankset?

Yep I also think it may be a super course with a cheap replacement crank also. Crank is Japanese I believe, early 70s

Super Course never came with steel rims though, and I don't think I've ever seen any in white... was the Grand Prix ever made with 531 tubing?

Sorry, it was repainted white. Looks like there is a nice green underneath but the inside of the crankset also has some green paint on it.

The "Raleigh Carlton" from the mid sixties had cottered cranks, ornate lugs and plain gauge 531 but had wrap-around seat stays and no chrome on the rear dropouts.

I think it's been wrecked....there's typical rust, but a little much around the steerer tube. Fork looks ok, but maybe it was replaced when it was painted.

The paint looks cracked all over, so it might not be structural damage.
It looks a lot like a Raleigh International frame. Is there any chrome under the lugs? Campagnolo dropouts?
You can't judge by the parts since those can be replaced.
