Atala ladies bike

I found a Atala pink ladies bike that has some sort of bungee cord system around the rear fender. Never seen anything like this before. I'm wondering if this bike is worth anything. It looks old and on the bottom of the BB there is a number, appears to be 86H30.5. Any help you can give me would be appreciated. Of course the second problem is to figure out how to get the lock off the two bikes. I heard that you can use compressed air to do the trick. So we will see.

the "bungee cord system" is called a skirt guard and is there so ladies can ride without the risk of getting their skirts caught up in the spokes.

Lock Removal - a $3.00 4" cutoff wheel in a drill or angle grinder should take about 45 seconds.

As pictured, maybe $25-$35. It would take a lot of work to get it to the +$100 mark.

Might need two wheels, you usually have to cut both legs on those locks.
